Phil Wagner, Director of Economic Development

Phil served as a Management Analyst in Community Development for the City of Sugar Land for several years where he helped lead the annexation of the Riverpark neighborhood and worked with developers to provide the land and public infrastructure necessary for the construction of Constellation Field.  Phil served as the Assistant Economic Development Director for the City of Dubuque, Iowa where he managed downtown redevelopment and riverfront revitalization efforts, as well as traditional business retention and expansion projects. 

Phil returned to the City of Sugar Land as the City’s first Public/Private Partnerships Manager.   His responsibility included leading the acquisition and redevelopment of the Central Unit, planning for a future hotel/conference center and the development of property surrounding the Smart Financial Centre, and assisting with the revitalization of the iconic Imperial refinery site and surrounding development.  He also provided staff support to the Imperial Redevelopment District and Tax Increment Reinvestment Zone No. 1, 3, and 4. He was promoted to Assistant Director of Economic Development in 2016 and named Director of Economic Development in May 2017. 

As the Director of Economic Development, he is responsible for the oversight of the Primary Employment, Public/Private Partnerships, Cultural Arts and Visit Sugar Land programs.  Phil has a Bachelor’s degree in Journalism and Political Science from Central Michigan University and a Master’s of Public Administration from the University of Kansas.  


Mary Seto, Executive Assistant

Mary started with the City of Sugar Land in 2006 and has worked in Accounting, Community Development and Community and Environmental Services.  She joined the Office of Economic Development in 2014 and serves on numerous City committees.  She attended Houston Community College and San Jacinto College.
